Unlike traditional census tools, the GTIS anchors every data point to a geographical reality. It transforms the abstract concept of "Community Management" into a measurable, visual, and actionable ecosystem.
1. Identity & Territory: The system begins by mapping the political geography (States to Sectors) and identifying the citizens (Habitants). It creates a Digital Identity for every individual, linking them to their specific geolocation, family nucleus, and socioeconomic status.
2. Participatory Diagnosis (Social Cartography): Through dynamic social mapping, communities report needs, infrastructure issues, and potentialities. These aren't just list items; they are GeoJSON objects (points, lines, polygons) placed on a map, creating layers of "Territorial Intelligence."
3. Strategic Planning (PCDI & ACA): Data transforms into policy. The system manages the Communal Development Plan (PCDI), aligning local diagnosis with national strategies. It operationalizes these plans into an Agenda Concreta de Acción (ACA), tracking goals, deadlines, and responsible entities.
4. Economic Engine: The system catalogs the productive capacity of the territory. It tracks Economic Units (factories, farms, shops), monitors their production cycles via periodic records, and analyzes supply chains to ensure local self-sustainability and identify production gaps.
In essence, the GTIS is the "Digital Brain", enabling data-driven governance, transparent resource management, and real-time situational awareness. It leverages the latest capabilities of the Odoo framework, integrated with geospatial technologies: Odoo 19.0 as the modular core, Python 3.12+ with heavy use of inheritance, abstract mixins and server-side computation, PostgreSQL optimized for high-volume census records, the Owl framework for dynamic views, dashboards and interactive widgets, Leaflet.js for maps, GeoJSON as the standard geometry format, and a custom implementation of Haversine and Shoelace formulas for server-side area and distance calculations.
